The great global decoupling
All signs point to a decades-long cold war with China, one reshaping global alliances, politics and economies.

Why it matters: The trade war is but a very small skirmish in a much bigger and wider battle for global dominance. It’s easier to see this cold war turn hot than turn off. And, for the first time, you can see the possibility of China and America decoupling — creating two distinct, rival global systems and power structures.

The big picture: Beyond trade, the two superpowers are competing on intellectual property and technological mastery, political influence across the developing world via economic assistance (China's Belt and Road Initiative), diplomatic agreements, multinational institutions (Asia Infrastructure Investment Bank) and military sales (missiles, subs, drones, training).
Collectively, this translates to a competition of political systems — a new Cold War.
One of the clearest manifestations of this is in tech: The internet is "splitting in two," as The Wall Street Journal put it, and giant companies from the U.S. and China are racing for advantages, hidden and overt, around the world.

Between the lines ... Bill Bishop of Sinocism tells me that President Xi Jinping and his team have concluded that China is far too reliant on the U.S. for technology and agriculture.
So they have accelerated efforts to become self-sufficient, while also diversifying their reliance away from the U.S.
Even if there is a trade deal, that shift will not reverse. ...

What's next: In November, it'll be 30 years since the Berlin Wall fell on Nov. 9, 1989. For most of that time, the U.S. had no real rival for global supremacy. Now, America is in a fight it could lose.
"All roads used to lead to Rome. Now they lead to Beijing," Oxford professor of global history Peter Frankopan writes in "The New Silk Roads," out in March.
"We are living in the Asian century already."
The bottom line: The U.S. lost its way after the Cold War, creating a crossroads similar to the one after World War II: a multi-decade civilizational struggle.

The World Turns, America Sleeps
Protest movements no longer fall within the U.S. field of vision.

Since the protests in Hong Kong started two months ago, I have been struck by the coolness of the American response. I am referring not just to President Donald Trump, who has reiterated that the dispute is an internal Chinese matter. Both the social media I sample and the people I know have been fairly quiescent. I haven’t seen that much cheering and rooting for the protesters, nor have the major Democratic presidential candidates made a show of stressing their dissent from Trump on this issue.

Why the relative lack of interest? The Hong Kong protesters certainly seem to have a worthy cause. They have varied goals, but many of them favor independence and democratization. In the meantime, they would like to keep relative autonomy, for instance by holding off the originally proposed Chinese extradition law. They also have been remarkably peaceful and orderly, with few reports of them initiating violence. Some of the younger protesters have even been photographed doing their homework in their moments of downtime. As political causes go, this one seems pretty close to ideal. ...

Some protesters in Hong Kong today are adopting the British Union Jack flag, the American flag and the “Star-Spangled Banner” as symbols, yet that doesn’t seem to have stirred our collective imaginations. We outsiders are remaining fairly mute and stoic, even with about two million people — more than a quarter of Hong Kong’s population — out in the streets or in some way participating in the demonstrations.

One obvious possibility, of course, is fear of an official crackdown in Hong Kong, and the violence, possible loss of life, and further restrictions on daily life that such a crackdown would bring. Perhaps the smart money is already expecting such an outcome, and no one wants to be a party to such an ugly denouement. ...

But is that enough of a reason to withhold enthusiastic support? After all, the protesters surely have similar fears, but after internalizing the costs and benefits they have decided to risk their lives and liberties anyway. Surely it is strange if the protesters — who really do have something major to lose — are braver than we outsiders are.

In similar fashion, it is striking that the growing pro-democracy protests in Moscow are not a bigger story in the U.S. They are certainly being covered, but they are far from dominating the news. It is not close to the national attention received by Soviet dissidents in the 1970s and 1980s, even though the latest demonstrations seem to have generated about 50,000 attendees and have withstood initial waves of opposition from the regime of President Vladimir Putin. ...

Festnahmen, Hausarrest, Telefon- und Internetleitungen gekappt - mit demonstrativer Härte geht Indien gegen die Bevölkerung in Kaschmir vor. Doch der Konflikt findet weltweit kaum Beachtung. Warum?

Der Schritt kam überraschend: Am 5. August ließ der indische Premierminister Narendra Modi den Sonderstatus der umstrittenen Provinz Kaschmir aufheben. Anstatt das Parlament darüber abstimmen zu lassen, ließ er seine Entscheidung, zwei entsprechende Artikel in der indischen Verfassung zu streichen, von Präsident Ram Nath Kovind per Verordnung durchsetzen. Beide Politiker sind Mitglieder der hindunationalistischen Partei BJP, die im Frühjahr gestärkt aus den Parlamentswahlen hervorging.

Kaschmir hatte bislang das Recht auf eine eigene Verfassung, eine eigene Staatsflagge und Autonomie bei der Verwaltung. Außerdem durften nur Kaschmiris Grund und Boden in Kaschmir erwerben. Handstreichartig wurden diese Sonderregelungen beseitigt, begleitet von weiteren Aktionen: Modi schickte mehr als 40.000 weitere Soldaten nach Kaschmir, das schon vorher als die am höchsten militarisierte Region der Welt galt.

Ranghohe Politiker in Kaschmir wurden unter Hausarrest gestellt, Schulen und Geschäfte geschlossen, eine Ausgangssperre für die gesamte Bevölkerung verhängt. Außerdem wurden sämtliche Leitungen gekappt - Telefon, Handynetz, Internet, Fernsehen und Radio funktionieren nicht mehr. ...

Wenn das Russen und Chinesen dazu bringt, Kohlekraftwerke aus der Steinzeit abzuschalten und auf den Bau neuer zu verzichten, wäre das für das Klima keine schlechte Nachricht.

Greenpeace has accused the Polish authorities using excessive force during a late-night raid on one of its ships after masked officers smashed windows and detained two activists.

A video released by the environmental NGO shows masked men armed with automatic weapons breaking the windows of Greenpeace's Rainbow Warrior with sledgehammers.
Once inside, they point their weapons at activists, yelling "on the ground" and ordering the person filming the incident to stop.
The ship's captain and an activist were detained and are accused of "violating shipping safety regulations," the ministry said in a statement.
The Ministry of Interior said the officers had behaved in a "professional and effective" manner.

The late-night operation came just hours after the Rainbow Warrior anchored at a coal terminal in the port of Gdansk, in the north-east of the country, to prevent a cargo ship from Mozambique from unloading.
The group said the peaceful protest was to draw attention to the country's continued reliance on coal. It estimates that over the past two years Polish imports of coal have doubled to more than 20 million tonnes.

The European Union pledged in the Paris Climate Agreement to cut its carbon emissions by 40% below 1990 levels by 2030.
Cutting coal consumption is key to the bloc achieving that target, according to the Berlin-based Climate Analytics institute.
The NGO calculated that to be compatible with its emission targets, the bloc had to shut down 25% of its 738 operating coal-fired power units by 2020, rising to 72% by 2025 before a complete shutdown in 2030.

The member states most reliant on coal are Poland, Germany, Bulgaria, the Czech Republic and Romania with Germany and Poland jointly responsible for 54% of the bloc's emissions from coal.

World economy on track for its worst year since 2009, OECD says
Organisation downgrades economic forecasts, blaming US-China trade war and warning on Brexit

This year will be the worst for the global economy since the financial crisis, the OECD has predicted, pointing the finger at the US-China trade conflict but also noting the risks from a no-deal Brexit.

The world’s economic output will grow by 2.9 per cent in 2019 and 3 per cent in 2020 – the weakest rates since the contraction in 2009 and lower than the OECD forecast in May.

The organisation’s latest Economic Outlook downgrades 2019 forecasts for 14 out of the world’s biggest 19 economies, most heavily for those most exposed to the recent decline in global trade and investment. But it also includes a small downward revision for Britain.

The OECD focused on the trade spat between the US and China, the world’s two largest economies, but noted that Donald Trump may also pick a fight with the EU, with a US decision due in the coming months on whether to impose tariffs on car imports.

“The trade conflicts [are] the principal factor undermining confidence, growth and job creation across the world economy,” the OECD said.
“Continuation of trade restrictions and political uncertainty could bring additional adverse effects.”

'Nightmare' for global postal system if Trump pulls out, U.N. body says
A threat by Donald Trump to pull the United States out of the global postal system could lead to a “nightmare scenario” of mail going undelivered, packages piling up and American stamps no longer being recognized abroad, the U.N. postal agency said.

The Universal Postal Union (UPU) has been holding an emergency meeting in Geneva to persuade Washington not to follow through on a threat to quit the agency, which sets rules to ensure mail gets delivered around the globe.

The Trump administration says it wants to charge other countries more than UPU rules now permit to have letters and packages delivered in the United States. It has set a deadline of next month for rates to be raised or it will quit.

“It is really a nightmare scenario,” the UPU’s secretary-general, Bishar Hussein, told a news conference, noting that no country had ever left since the agency was founded nearly 150 years ago. It now has 192 members.
